The Military Policy Committee of the Manhattan Project had ultimate responsibility over the project's direction. Its members included:

*Vannevar Bush - Head of (OSRD) Office of Scientific Research and Development
*James B. Conant
*General Leslie Groves
*Rear Admiral William Purnell - The Pentagon's Joint Committee on New Weapons
*General Wilhelm Styer - Chief of Staff of Army's Services of Supply
