28 December 2001 Pope John Paul II appointed him as anAuxiliary Bishop ofWashington DC receiving thetitular see of Rusuccuru. He was consecrated in early 2002 by CardinalTheodore McCarrick .In 1986, after years of ministry in
Mexico , he was named the second director of Washington'sCentro Catolico after its founder, FrSean O'Malley , was made bishop. Since 2001, he has served as Washington's moderator of the curia and chiefvicar-general after 12 years as the capital see's top financial overseer.He served in Washington until the
6 March 2007 when he was appointed Bishop of Dallas,Texas .
