Armando Xavier Ochoa (Born April 3, 1943) is the current Bishop of El Paso. He grew up in Oxnard California and was educated at such institutions as Ventura College in Ventura, California and St. John's Seminary in Camarillo, California. [2002 "Catholic Almanac" p. 430] He was ordained a priest on May 23, 1970 and ordained titular bishop of Sitifis on February 23, 1987. He was appointed Bishop of El Paso on April 1, 1996 and installed on June 26 of the same year.
