He was born in
Linares ,Nuevo León . After earning a bachelor's degree with honors in economics from the [http://www.uanl.mx/ Autonomous University of Nuevo Leon] , he studied a master's degree and a PhD, both in economics, at the [http://www.wisc.edu/ University of Wisconsin-Madison] in theUnited States . Monterrey ,Nuevo Leon in the department of economic studies of a private financial institution, "Compañía General de Aceptaciones", which later became Grupo Financiero Serfin (now [http://www.santander.com.mx/index.htm Banco Santander] ). From there he moved to [http://www.alfalan.es/english/paginas/alfa_hogar/alfa_hogar.html, "Grupo Alfa"] , a leader of the Mexican private industry in the seventies, where he served as General Director for Economic Studies for eight years. Afterwards he created and led during nine years a private consultancy: "Index, Economía Aplicada". He also briefly collaborated as a consultant with the [http://www.nl.gob.mx/ Nuevo Leon State Government] during theSócrates Rizzo 's administration.
