The Eastern Metropolitan Regional Council (EMRC) is a regional Local government body in Perth, Western Australia. The EMRC is composed of six member Councils - Town of Bassendean, City of Bayswater, City of Belmont, Shire of Kalamunda, Shire of Mundaring and City of Swan.
The area of the councils that are situated on the Darling Scarp have a regional label of the Perth Hills.
EMRC was constituted in November 1983 to provide regional waste management and disposal services. EMRC's main activity is the operation of a regional landfill located in the suburb of Red Hill, but other services offered to member Councils include waste management and environmental consulting, waste education, risk management consulting and training services, and regional development and advocacy. EMRC also conducts a collection program for dry cell batteries in conjunction with local schools.
As with other regional Councils in Western Australia, EMRC is developing and implementing a resource recovery system on behalf of the region, in order to minimise the amount of waste disposed of to landfill. The intention of this project is to divert the majority of domestic waste material for purposes such as recycling or energy generation. Current plans are to have a fully operational Resource Recovery Facility functional by 2010.
