Life
Yevloyev is an Ingush who was raised in
Grozny ,Chechnya and was a sub-commander underShamil Basayev in theSecond Chechen War before Basayev assigned him to use family and clan ties to begin raisingarmed units in Ingushetia. [ [http://www.jamestown.org/docs/McGregor-14Sep06.pdf Military Jama'ats in the North Caucasus: A Continuing Threat] ]Yevloyev was among the commanders of the
June 2004 Nazran raid in which simultaneous nationwide raids on police stations killed over 70 security personnel. According to theRussia nFederal Security Service (FSB), Yevloyev personally killed Abubakar Kostoyev, the then actingInterior Minister ofIngushetia , in the capitalNazran .He was listed by
Russia as one of the dead terrorists of the 2004 Beslan hostage crisis, as the person who led the negotiations on behalf of the hostage takers under the name Ali Taziyev, whose body was identified after he was killed during the storming of the school. Those reports were proved incorrect two years later, when he was declared wanted by Russia for the assassination of a high-ranking police official, Dzhabrail Kostoyev in May 2006. Chechen Republic of Ichkeria (ChRI). Investigators often linked Taziyev with Yevloyev, as well as with the negotiator of the Beslan siege, but it's unknown if either of them is actually Taziyev. Ilyas Gorchkhanov during the2005 Nalchik raid , Yevloyev was the next in line to assume leadership of theIngush Jamaat . In 2006, he was reported as being killed by the FSB operation that allegedly killed Shamil Basayev. Those initial reports were declared incorrect later.
