At the time of his nomination to the federal bench by President Clinton in 1993, he was serving as anOregon circuit court judge. He graduatedUniversity of Oregon with aB.S. in 1967, and after service in theUnited States Marine Corps from 1967 to 1970, enteredHastings College of Law of theUniversity of California , earning aJ.D. in 1973.
