He served as foreign minister from June 30, 1997 until July 10, 2002. He was the fourth longest-serving minister of this position. He is currently a member of Republican People's Party.

He was posted as Consul General toMarseilles between1941 and1944 , gave Turkish citizenship to dozens of Turkish Jews living inFrance who did not have proper identity papers to save them from deportation to the Nazi gas chambers.
