San Bernardino, California . He won the initial election in November, 2005, but not by the required majority. On February 7 2006, Judge Patrick "Pat" J. Morris won a mayoral run-off against City Attorney James "Jim" Frank Penman in a landslide by 63.68 percent of the vote to 36.55 percent of the vote.
