Frederick Thomas Fisher, (born 3 June, 1872, England) was a Gunner's Mate in the United States Navy who received the Medal of Honor for "distinguishing himself in the presence of the enemy" aboard U.S.S. Philadelphia during the Philippine-American War on 1 April 1899. His medal was awarded to him by President Theodore Roosevelt.

Citation::On board the U.S.S. Philadelphia, Samoa, Philippine Islands, 1 April 1899. Serving in the presence of the enemy on this date, Fisher distinguished himself by his conduct.
