Until 1999, Bhutan's Cabinet consisted of a council of Ministers chaired by the King. As a major step toward democratization in 1999, the King dissolved the existing cabinet and withdrew from playing a role in the decision-making in the cabinet. Six new ministers were nominated who were placed before the National Assembly and voted in as new ministers. The term 'CCM' or Council of Cabinet Ministers was thus born.
From this group of six ministers, a chairman was selected who later became known as the Prime Minister. The selection was based on the number of 'yes' votes that was received during the National Assembly voting. The role of Prime Minister was on a rotational basis, each minister enjoying the honour for a period of one year.
