Tobias Mullen (4 March 1818 – 22 April 1900) was a Bishop for the Roman Catholic Diocese of Erie in Pennsylvania. Bishop Mullen, who was consecrated as head of the diocese on 1868-08-02, oversaw a period of rapid church growth. By 1884, Erie, Pennsylvania had five Roman Catholic churches, including St. Patrick's Pro-Cathedral with its 3,000 parishioners, plus many church-associated schools, St. Joseph's Orphan Asylum, St. Vincent's Hospital, and Trinity Cemetery. Mullen was born in Ireland to Irish parents. [ The 1843 Port of New York Passenger List, the 1850 Federal Census for Pennsylvania, and The 1870 Port of New York Passenger List state that Mullen was 23, 30 , and 50 years old, respectively, suggesting that he was born in 1819 or 1820, not 1818.] Mullen arrived at the Port of New York from Liverpool on 1843-12-11 aboard the "Queen of the West". Mullen served for some period of time as a priest in Conemaugh Borough, Cambria County, Pennsylvania. [1850 Federal Census for Pennsylvania]

Mullen returned from a trip to Europe in June 1870. [1870 Port of New York Passenger List shows Mullen arrived at the Port of New York aboard the "Scotia" on 14 June 1870. He was listed as 50 years old, born in Ireland, and occupied as bishop.]
