Founded in June 2003 at the initiative of the Swiss government, the International Risk Governance Council (IRGC) is an independent organisation whose purpose is to help the understanding and management of global emerging risks that impact on human health and safety, the environment, the economy and society at large. IRGC’s work includes developing concepts of risk governance, anticipating major risk issues and providing risk governance policy recommendations for key decision makers.
IRGC is a foundation funded by governments and industry. The organisational structure comprises a Board, currently chaired by Donald Johnston (formerly Secretary General of the OECD), a Scientific and Technical Council (chairman Granger Morgan, Carnegie Mellon University), an Advisory Committee and a full-time Secretariat based at the foundation's office in Geneva, Switzerland.
IRGC undertakes project work in four main areas:
# Risks associated with the mitigation of or adaptation to the effects of climate change
# The security of energy supplies
# Disaster risk governance
# Risks associated with new technologies
