The previous holder of this GOP record, Joseph Gurney Cannon represented the district in his early career from 1873-1883 (although he wasn't Speaker until he represented the 18th district).

A special election was held on March 8, 2008. Democrat Bill Foster defeated Republican Jim Oberweis by 52.5% to 47.5%.
