September 28 ,1935 ) served asSecretary of State ofMinnesota for 24 years, beginning in 1975. Prior to that, she was a member of theMinnesota House of Representatives . In 1984 she unsuccessfully challenged Republican senatorRudy Boschwitz , losing the election with 41% of the vote.She was known for her work to encourage voter participation. While in the Legislature, she supported the Minnesota same-day voter registration law (the first in the country), and as Secretary of State worked to implement it. Since then, Minnesota has consistently had the highest voter turnout in the US. She is widely recognized as an expert in voting & elections, and has been selected to serve as an official election observer in various foreign elections.
