It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isRacibórz , which lies convert|58|km|mi|0 west of the regional capitalKatowice . The county also contains the towns ofKuźnia Raciborska , lying convert|16|km|mi|0|abbr=on north of Racibórz, andKrzanowice , convert|11|km|mi|0|abbr=on south-west of Racibórz.The county covers an area of convert|543.98|km2|sqmi|1. As of 2006 its total population is 111,505, out of which the population of Racibórz is 57,352, that of Kuźnia Raciborska is 5,517, that of Krzanowice is 2,207, and the rural population is 46,429.
