Snohomish County (excluding Everett) in the state of Washington.The origin of Sno-Isle Libraries dates from 1944 when the Snohomish County Rural Library District was established by a vote of the residents living in the unincorporated areas of the County. Following a successful demonstration of library service in Island County, the residents there voted to establish a library district. The joint Boards of County Commissioners created the Snohomish-Island Inter-County Rural Library District in December 1962. The library Board of Trustees selected the name Sno-Isle Libraries to reflect the common interest of providing quality library services to the residents of both counties.
The library is funded by a tax levy on all properties in the unincorporated areas of both counties, and annexed cities. Many unincorporated cities and towns contract for library services, and make annual service payments through their general funds. Most of our community libraries are the property of and are maintained by their city. The exceptions to this are those library buildings funded by Library Capital Facility Area bonds. A Library Capital Facility Area (LCFA) is a separate taxing district, formed exclusively for the purpose of paying for the cost of building and equipping a library. In case of an LCFA, the city and Sno-Isle negotiate ownership of the building.
Since its establishment, Sno-Isle has been a progressive organization with new services offered as the need for them becomes identified and as income permits. It's circulation of library materials now ranks among the highest of the major library systems in the State of Washington. This success has been due to the dedication and efforts of the staff working as a team to continue our basic commitment to excellence in library service.
The library is governed by a board of seven trustees who are appointed by the Snohomish County Council and Island County Commission to serve for seven years without compensation. The Trustees are responsible for the adoption of polices and regulations governing the operation of the library. The Trustees hire the Library Director.
