California's 40th congressional district covers parts of northern Orange County and is currently represented by Republican Ed Royce.

The seat was originally one of five reapportioned to California after the 1970 census, but its borders have shifted radically through successive redistricting efforts. At various times it has included parts of Orange and San Diego Counties, and from 1993 to 2005 it covered eastern San Bernardino and Inyo Counties. The district as currently drawn was created for the 108th Congress following post-2000 census redistricting.
