The Bay Street Film Festival was established in 2005 by Kelly Saxberg and Ron Harpelle as an independent film festival in Thunder Bay, Ontario that features local, national, and international films with the theme "films for the people." The festival is sponsored by "Frlash Frame, Thunder Bay's film and video network" and is held on 314 Bay Street in the historic Finnish Labour Temple in the heart of the Finnish quarter. The festival is held on the second weekend in September and has gained an international reputation.

During the highly successful inaugural festival in 2005, 80 films were screened to over 3000 people. The festival has hosted 25 out-of-town film makers, musicians, and speakers, some from as far away as Israel and Finland.
