The district was formed in1974 under theLocal Government Act 1972 , as a merger of Ormskirk andSkelmersdale and Holland urban district s along with part ofWest Lancashire Rural District and part ofWigan Rural District .Other towns in the district include
Skelmersdale ,Burscough ,Halsall and Banks.Local government
The district council as of 2008 is governed by the Conservative party who are the largest party with 35 councilors and a majority of 16. The Labour party the second largest party represented with 18 councilors and 1 independent councilor are currently in opposition.
