Richard Vinroot (born
14 April 1941 ) is an American attorney and politician fromCharlotte, North Carolina . Vinroot served as mayor of Charlotte from 1991 to 1995. In 1996, he unsuccessfully sought the Republican nomination for governor ofNorth Carolina , losing in the primary to state RepresentativeRobin Hayes . He took the Republican nomination in 2000, but lost the general election to DemocratMike Easley , then the state Attorney General. Vinroot again sought the Republican nomination for governor in the 2004 election, but narrowly lost toPatrick Ballantine in the Republican primary. As neither achieved a 40% plurality of the primary vote, Vinroot could have called for a runoff primary between himself and Ballantine, but chose instead to concede the nomination. This concession occurred after a negative statement regarding Mr. Ballantine. He also serves on the North Carolina State University Institute for Emerging Issues board.
