Plot

As the Bartlet Administration begins its 2nd term in office, various foreign and domestic issues pop up for the senior staff to deal with. On the former front, a Swiss friend of Leo's tells him that the grandson of an Iranian Ayatollah needs a heart-lung transplant that can only be done in the U.S.--and it turns out, can only be performed by an Iranian-American surgeon whose father was murdered by the Ayatollah's forces and whose family still lives in Iran. On the latter front, a very liberal Senator named Tripplehorn (Geoff Pierson) threatens to withhold support from Josh's legislative plans after learning that heavyweight party precinct captains have been promised to John Hoynes in 2006. Josh thinks Hoynes is manipulating the situation, but reads it wrong and manages to badly insult the VP. Meanwhile, Leo accepts the resignations of the entire Cabinet, and Toby tries without success to find a Presidential-appointment position for a Democrat who ran for Congress in Michigan and lost because she called for an enormous gasoline tax.
