It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isŚwiebodzin , which lies convert|35|km|mi|0|abbr=on north ofZielona Góra and convert|57|km|mi|0|abbr=on south ofGorzów Wielkopolski . The only other town in the county isZbąszynek , lying convert|20|km|mi|0|abbr=on east of Świebodzin.The county covers an area of convert|937.45|km2|sqmi|1. As of 2006 its total population is 55,989, out of which the population of Świebodzin is 21,679, that of Zbąszynek is 5,087, and the rural population is 29,223.
