Baldwin County Board of Education (BCBE) oversees the public schools in Baldwin County, Alabama. The board of education offices are based in Bay Minette, Alabama, United States.

BCBE serves all of Baldwin County, Alabama. It serves both suburban areas and rural areas and, at present, is the only public school system in the county.

In the year of 2005, Glynis Bethel, a local Christian, filed a Federal civil rights lawsuit (Bethel vs. Baldwin County Board of Education) which claimed violations of her constitutional rights under the First and Fourteenth Amendments against the Baldwin County Board of Education because the members wrote Glynis Bethel a very detailed letter refusing to allow Glynis Bethel the use of the buildings, after school hours and outside of the normal activities, based on her "unlawful," "conduct," and "behavior," which entailed "proselytizing," a group of youth one day when she was previously hired as a "substitute teacher." The 42 USC 1983 claim is still pending in the Federal Court in Mobile, Alabama.

Below is the follow-up letter written to the Baldwin County Board of Education by Glynis Bethel:

Dear Superintendent;

GOD is good.

I am still in need of the use of the PUBLIC school building in Baldwin County. I am requesting the use of the building, after regular school hours and outside of the school's normal activities, ONCE MORE time in order to conduct my Be a MODEL for the GOSPEL (which is a non profit sub division of the charitable organization New Life Gospel Productions, Inc. located in Loxley, Alabama) program with my Religious opinions based on the King James Bible. My first request to use the building was in January 2005 in which it was bascially denied by your staff and a letter was sent to me subsequently explaining in grave detail that you were denying me this right, by law, based upon the fact that I "prostelyzing" the students in the public school on a day that I was hired as a substitute teacher. The staff made it clear that my desire to talk about JESUS CHRIST and repentance during the school hour was not exceptable and violated the orders of the staff who are hired by Baldwin County Public Schools. As a result of my practice of my free speech and sharing of my Religious beliefs in Christianity, you then stated that this behavior would be the reason why I would be denied access to the public building in the future. You also reiterated that it was Baldwin County Public Schools' concern that this same behavior of sharing my faith in JESUS CHRIST by "prostelyzing" would be a violation of the law of the Baldwin County Public School staff ignoring the fact that after school hours are not regulated by the government and the Alabama Constituion and the United Stated Constitution does not allow this type of my Religious speech while using a public school facility in which my taxes also pay for.

In the meantime, I have contacted a local libarary in Baldwin County in which my Be a MODEL for the GOSPEL program has been a success. I have been allowed, in a public government forum, to share my Religious speech about issues including teen-age preganancy prevention, juvenile deliguently, Abstience is safe-sex issues, etc. I was allowed the use of the public library, as other citizens from the general public, for approximately 3 hours on one day of the week and for apprioximately 2 hours for a weekend day. The workshop featured Religiious discussions, prayer, free prizes, watching a Christian movie "Pamela's Prayer," which was a story about a young girl whose daddy was a Christian who dedicated his daughter to GOD and promised GOD that he would pray for her EVERY night until adulthood. In spite of peer pressures from the public school system to loose her virginity, she continued to abstain from sexual intercourse and any other sexual activity (including kissing) until after marriage. There were a total of six girls from the community who watched the movie. Four of the girls were from single parents homes and two of these are homeless. The girls were touched by the movie and said a prayer to dedicate their lives to the LORD JESUS CHRIST. I was in tears during the showing of the movie. I also thanked GOD that I had a public place in order to help these girls get closer to GOD.

At this point; however, the library facilities are too small. The vision that I have would need larger facilities to accommodate up to potentially 200 youth per month, but from different schools combined. I am still in need of the public school buildings throughout Baldwin County, Alabama. The previous letters gave a list of all the schools that I have requested. The applications are still valid.

In conclusion, I will need a firm YES or NO answer from the staff of the Baldiwn County Public Schools along with a start date for my program. I am still requesting the same amount of hours (i.e.: 2 hours per day at different school locations of the approximately 20 schools that I requested to conduct the workshops). Also, I am aware of the "Stars" program that is allowed. I am requesting the SAME privileges whether I preach fire-and-brimstone is irrelevant to the use of this building AFTER school hours.

As you can discern from my initial letter, I knew the Baldwin County Public Schools would violate my constitutional rights in this area because the lenient government has allowed this type of constituional violations to the citizens of Baldwin County Alabama for multiple years. Even though I place no faith in the Federal Courts system, my faith is in GOD and convicting the judge to rule according to righteous judgment for all the world to see including GOD.

For the trial, if the judge does not grant an unconstitutional and unlawful "Summary Judgment," (which usurps the 7th Amendment right by law for me to have a JURY trial which is another injustice and something for the Supreme Court of the United States to overturn which is a prayer and prophecy that I have before the throne room of GOD), I will be requesting not only the total of my compensatory damages, but also punitive damages for ONE MILLION dollars so that Baldwin County Public Schools will no longer deny Christians, who have a fire-and-brimstone message, the right by law to use any public facility in which is available to all for use..

This issue will not go away. I am pursuing agressively this lawsuit. I have consulted with a Religious liberties attorney, out of state of course, who I read excerpts from the denial letter from the Baldwin County Public School system which was based on my Religous behavior and hesaid that I have a strong case (to paraphrase).

If the Federal judge illegally and criminaelly tossed this case as they have in times past with another sued of a 42 USC 1983 against a government entity in Baldwin County, my strategy will be to apply again and again and to continue to file lawsuits. In other words, this is NOT going away. I will beginning my internet including YOUTUBE expose against the illegal and prejudiced practices of the public school system against professing Christians. I will gain access to the building as the LORD has directed me to do. GOD can not fail.

As you know, I have a lawsuit pending before the Federal Courts before Judge Kristi Dubose and I am praying that since I have already prevailed with a prima facia because of an absolute letter coming directly from the school board denying me acces based on my Religious speech and my Religion, I am SURE that this time she will rule in agreement with the Constitution. There are clear violations of the First and the Fourteenth Amendments. Blatant violations.

I will need answer of YES or NO way before September 15, 2008. Also discovery has not been completed; therefore, an unconstitutonal "Summary Judgment" request will be premature. I will also be conducting depostions along with my husband with the school board members including questioning the Superintendent, the assistant, etc. Also, I entered into the courts, the illegal "settlement" agreement drafted by the corrupted prosecuting attorney Russell Watson, after my husband and I were tortured, myself imprisoned in the Daphne jail, in order to force me into a settlement agreement or to throw my case so that I would not pursue this lawsuit. The Judge Kristi Dubose should also grant sanctions for this unlawful document. A direct violations of the bar code of ethics.

If you continue to fight my right to the use of this building and don't give me a YES or NO answer, I will request for a preliminary injunctive relief from your unconstitutional practices so that I may proceed ahead with the Be a MODEL for the GOSPEL program.

There will also STILL be an issue of material fact being the Baldwin County Schoo Board will STILL be denying me the use of the building AFTER normal schoo hours and activities without any basis in law for their actions and this lawsuit must go before a jury in order to confirmed that I have indeed won and due BOTH compensatory and punitive damages.
