Thomas B. Cuming (December 25, 1827March 23, 1858) was a Nebraska democratic politician best known for being the second and fourth governor of the Nebraska Territory. Born in New York, Cuming attended the University of Michigan and served in the Mexican-American War. He was the secretary of the Nebraska Territory from 1854 to 1858. He took over for Francis Burt as Governor of Nebraska Territory at the age of 25 when governor Burt died shortly after taking the oath of office. Cuming's decision to open the territorial legislature at Omaha and his residence in neighboring Council Bluffs resulted in much hostility in Nebraska City and Plattsmouth. He became governor again 1857 only to die in office on March 23, 1858 during a trip to Omaha. He is buried at Prospect Hill Cemetery.

Cuming Street in North Omaha and Cuming County, Nebraska were named in his honor.
