He was born in Pulaski,New York , and earned his bachelor's degree fromYale University and hisJuris Doctor fromSyracuse University . Barclay is married to the former Sara J. “Dee Dee” Seiter and they have five children; his sons include Will and David. They also have three daughters Katy,Dorothy, and Susan. Career
From 1961 until 2003, Barclay served as a partner for the upstate
New York law firm of Hiscock & Barclay, a lawfirm that receives a tremendous amount of New York State funds, specializing in Banking andAdministrative Law . From 1965 to 1984, Barclay served as a Republican New York State Senator, and held several positions, including Chairman of the Codes Committee, Chairman of the Select Task Force on Court Reorganization, and Chairman of the Senate Republican (Majority) Conference.His appointment as Ambassador to
El Salvador byGeorge W. Bush was announcedAugust 21 ,2003 , and the nomination was sent to the Senate for confirmation onSeptember 15 . The Senate confirmed the nomination onOctober 3 . He was sworn in as Ambassador onNovember 12 , and presented his credentials to El Salvador’s President, Francisco Flores, onDecember 18 . He had no prior diplomatic experience, but has donated more than $215,000 to GOP candidates, including $90,000 to George W. Bush in 2004. He completed his tour as Ambassador in July 2006.From the moment he arrived in
San Salvador in his role as Ambassador, Barclay echoed President Bush's sentiments, speaking in favor of theCAFTA treaty.
