In this article, the word "arrondissement" refers to the French administrative divisions of départements known as "arrondissements". Paris is both a city and a département. Départements usually contain two or more arrondissements but Paris, as a département, consists of a single "arrondissement". By way of consequence, that system has little practical use and is hardly referenced in the context of Paris.
As a city, Paris, like Lyon and Marseille, is divided into a number of districts. These districts are also called "arrondissements" (see Municipal arrondissement in France), but they should not confused with the previous arrondissements: arrondissements in a department have a purely administrative function, while arrondissements in a city have a limited political power: they have an elected council with a mayor. The population of Paris was 2,152,423 in 1990, and was 2,125,246 in 1999, a decrease of 1.26%.
