Halvorssen stepped down as head of FIRE in March, 2004, to join its Board of Advisors, saying he wanted to move in a different direction. Human Rights Foundation (HRF) in the spring of 2005. Like FIRE, the HRF was conceived as an alternative to other human rights organizations considered inconsistent.
