university college s is based on the Higher Education Ordinance of 1993 (as amended until January 2006).All

The Swedish higher education system differentiates universities (Swedish: "universitet") and colleges (Swedish: "högskola").
Universities have the right to award Bachelor's and
Master's degree s as well as the academic title of doctor. They usually carry out extensive research and provide undergraduate and graduate teaching in a wide variety ofacademic discipline s.The colleges ("högskolor") usually do not have the right to award doctoral degrees, but they can award bachelor, master, and
professional degrees. Their main focus is on teaching, although some colleges also conduct their own research. Some colleges only offer courses in certain academic disciplines such as business, music or technology, and therewith do not cover the whole spectrum of a full university. Some former colleges have been granted university status in recent decades by the Swedish government with the consequence of increased in funding and repute.Universities
The order of precedence is based on their year of creation as universities. Only
Uppsala University (est. 1477) andLund University (est. 1666) where actually founded as "universities", whereas all the other universities were first founded as a "högskola" (college), and then later raised to university status. The
University of Helsinki (est. 1640 in what is todayFinland ) and theUniversity of Tartu (est. 1632 in what is todayEstonia ) were founded as universities when those cities were part of the Kingdom of Sweden, but are now located outside of Sweden. TheUniversity of Greifswald (est. 1456 in theHoly Roman Empire ) was a Swedish university from 1631 to 1815, and during that time it was the oldest Swedish university. The
Swedish University of Agricultural Sciences was formed during the Higher Education Reform of 1977 with the aim of raising its reputation. However, because it is funded by the Ministry of Agriculture, it is traditionally placed last in the list.Private institutions of higher education take no special place in the order of precedence.
It is worth mentioning that the order of precedence does not correspond to academic ranking of the institutions, to which both Chalmers University of Technology and the Stockholm School of Economics bear excellent testimony.
[University college of [dinakar] University West is relocating all its activities to Trollhättan. The process will be concluded by 2008.
Academies of the Arts
The Academies of the Arts are university colleges awarding undergraduate degrees, but conduct research and development in the arts. Lacking an official order of presedence, the Academies are given in alphabetical order.
The universities of Karlstad, Luleå and Örebro and the university college of Malmö have their own Music Academies. Five academies of great public recognition but without legal status of their own are found at the University of Gothenburg, where the Faculty of Fine and Applied Arts is in charge of the Valand School of Fine Arts, the School of Design and Crafts, the School of Theatre and Opera, the School of Music and Musicology and the School of Photography and Film. Certain other universities and university colleges also offer individual courses and/or programmes within the Arts sector.
