It is a military base, operated by the Pakistan Air Force, as well as a civilian airport.
In an interview given to Dawn newspapers, PAF's AVM Arshad Quddus told reporters that Shahbaz Air Force Base is under the PAF control: "The Shahbaz Airbase is under complete operational control of the PAF. If you see any American let me know....Seeing is believing…there are no drones and no Americans."[3] However, American military or Lockheed-Martin contract personnel are present as the PAF takes ownership of 18 new F-16's and works to bring these aircraft up to operational capability.[4][5]
