Mircea Perpelea is a Director with the National Bank of Romania (NBR) and a Senior Faculty Teaching Staff. A former Consul of Romania with appointment in Marseille, Mircea Perpelea is an active promoter of close bilateral relationships between France and Romania, being a founding member and the Honorary Chairman of the „Amitié franco-roumaine” Association (French-Romanian Friendship Association). Mircea Perpelea was born in Morunglav, Olt county, on January 14, 1956.

Education and career
Upon receiving a Bachelor in Electrotechnics from the University of Craiova, Mircea Perpelea worked as an engineer at the Drilling Site in Ramnicu Valcea and he gradually acquired management executive positions in the energy industry. To further upgrade his professional skills, he completed postgraduate courses at the Polytechnics Institute in Bucharest.
For a while he was the Chairperson of the Science and Technology Youth Hall in Ramnicu Valcea, coordinating a variety of projects in invention, innovation and culture. He wrote the admission exam for doctoral studies with the Electrotechnics Chair of the Polytechnics University of Bucharest, and he received his PhD in Engineering in 1997 upon defending his PhD dissertation in public presentation. During that period he also worked as an Associate Assistant Professor with the Faculty of Engineering Technologists in Ramnicu Vîlcea. Effective 1995, Mircea Perpelea pursued a career in finances and he became a bank manager (1999–2001), and he later served as a high public service official through his appointment as Prefect of Valcea county.
Effective 2003 he joined the Romanian Ministry of Foreign Affairs as Consul of Romania in Marseille. During that period he promoted a series of international initiatives in the field of academic cooperation to the benefit of the University of Pitesti. In 2004 he received the academic tenure of senior lecturer on the faculty staff of the University of Pitesti - Faculty of Electronics, Communications and Computers. To this date, he teaches there the courses in ‚Electrical equipments’ and ‚Management of electric power energy’.
Mr. Perpelea was also extended an invitation by Spiru Haret University as guest lecturer in economics Mircea Perpelea pursues studies towards a PhD at the University of Craiova, Faculty of Economics. He previously attended various training courses in industrial engineering and in economics and holds a masters degree from the National School of Political and Administrative Studies. He currently holds a Director appointment with the National Bank of Romania.
Bridging French-Romanian relations
Mircea PERPELEA is a founding member and the Honorary Chairman of the „Amitié franco-roumaine” Association whose goal is to enhance bilateral relations and to promote the implementation of projects dedicated to cultural initiatives, academic exchanges, tourism and social affairs between France and Romania.
In terms of academic exchanges, Mircea Perpelea is actively involved in cooperation projects implemented by the University of Aix en Provence and the University of Pitesti. For instance, on December 1, 2009, in celebration of Romania National Day, he was invited by the University of Aix en Provence to deliver a conference on the economic and political context in Romania. The teaching staff and student exchanges between the two universities are ongoing, and a draft project is currently under consideration for Romanian language courses to be delivered by the Faculty of Letters for French expats who participate in the projects of the Association.
This project is of great significance because the „Amitié franco-roumaine” Association is actively supporting cooperation and local exchange initiatives. One of the Association’s goals is to finalize 13 town twinning projects between France and Romania. Three of these projects are already in process and they include French towns in the Marseille - Aix en Provence area: La Detrousse – Horezu, Gréascque – Alonu, Bouilladisse – Brezoi. As a result, school student exchange programs took place between Gréasque and Horezu. Also, Romanian ceramics craftsmen from Horezu came to France to meet their local peers and in turn French ceramics artists will travel to Romania. At this point, other draft projects are also in focus and they target innovative concepts relating to solidarity tourism, with the goal of promoting the Romanian history and cultural heritage in France.
In recognition of these efforts, Mircea Perpelea was awarded the Honorary Citizen medal of two French towns: “La Bouilladisse” and “La Destrousse”. In April 2004, he was also awarded the Honour Medal of the city of Marseille by the town Mayor and Deputy Speaker of the French Senate, Mr. Jean Claude Gaudin.
During his diplomatic appointment at the Romanian Consulate in Marseille, Mircea Perpelea promoted the project called‚ THE FRENCH-ROMANIAN BUSINESS CENTER’ (CENTRE D’AFFAIRES FRANCO-ROUMAIN) with a focus on economic development, tourism and culture. He is also the initiator of a the cooperation project between the Chamber of Commerce of Valcea and the Chamber of Commerce of Marseille, an initiative which led to the long-term twinning between the two cities and generated a series of economic and administrative initiatives.Mircea Perpelea is also an Honorary citizen of Lacusteni, in Valcea county, in recognition to his support in the administrative creation and development of the town.

In addition, he also co-authored two digests of laboratory tests and guidelines, and another 4 works which are included in the academic book inventory of the Polytechnics University of Bucharest.
