A former newspaper publisher, Dowling had suffered extreme frostbite in 1880, leaving him disabled. He had lost parts of both legs, his left arm, and fingers on his right hand. Dowling worked as a newspaper publisher and in real estate. He was elected to one term in office, from 1901 to 1903, and he served as speaker during that term.[1]
