C-WBN development approach is based on its belief that long term success is based on consistent work by envisioned people, functioning upon clearly defined ethical platforms. C-WBN focuses on scalable projects with the potential for long-term national impact.
The organization was founded in 2004 by Dr. Noel Woodroffe, who serves as its President. C-WBN has executive offices in St. Joseph, Trinidad and London, UK.

Congress WBN
Congress WBN (C-WBN) evolved out of the World Breakthrough Network (WBN) which was founded in 1994 by Dr. Noel Woodroffe in Port-of Spain, Trinidad and Tobago. There, the initial presentation of the network was made to leaders of twelve church ministries gathered in the then Holiday Inn Hotel.
From that first meeting, Congress WBN has developed into an international organization expanding from its Caribbean and church base into a diverse expression of human and social development intiaitives. It now consists eight Sectors of operation involving networks of kingdom communities, professional groups, educational institutions, nations-development initiatives, businesses, individual national leaders, university students and technology initiatives.
The President and Founder of the Congress is Dr. Noel Woodroffe, and he operates out of his primary base, Elijah Centre Global, which is made up of a main community called the "Nexus" in Trinidad and Tobago, West Indies and more than ten (10) communities, termed "Embassies", around the globe.
The Congress itself operates in over 85 nations on all five continents.
Sectors of Strategic Operations
Kingdom Community Network
The Kingdom Community Network (KCN) is an apostolic network of hundreds of church communities linked across sixteen geographical regions on all five continents.
Its purpose is to connect Kingdom communities across the earth through identification and acceptance of core apostolic grace and to create a global relational community gathered together in unified purpose and values to advance the Kingdom of God in the earth.
Global Leadership Interlink
Global Leadership Interlink (GLI) is a global network of professionals and university students committed to the development of society by impacting governance systems through the promotion of values-based leadership and the application of principles consistent with the highest level of integrity.
GLI – with the tagline, "determining the destiny of nations" – represents the efforts of Congress WBN (C-WBN) towards impacting human development in every sphere of life.
Its stated purpose is that in order to affect national transformation there must be a radical reconfiguration of the mentalities and attitudes towards leadership. A core belief of this sector is that there must be a clear shift towards a leadership paradigm based upon service and the empowerment of others. To this end, GLI works to serve as a training ground and think tank, providing students and professionals with the requisite values and environment towards an accurate process of personal/individual development.
Congress Corporate
Congress Corporate (CC) promotes a new standard for business in the earth, training, birthing and mentoring business leaders with a focus on networking businesses globally and developing alternative economic concepts. CC creates an accurate and effectual interface for the propagation and proclamation of ethical principles and mentalities in the realm of commerce.
Elijah Centre
Elijah Centre (EC), the Creative Core of Congress WBN, functions as a spiritual, administrative and executive hub located in Trinidad and Tobago in the Caribbean with 13 other networked subsidiary centers located in now twelve (12) major cities in the United Kingdom, United States, South Africa, New Zealand, Belize, Jamaica and Barbados. EC provides the Congress with correct godly authority, revelation strength and apostolic patterns.
Reformation Teaching Advance
The Reformation Teaching Advance (RTA) is responsible for the dissemination and delivery of Reformation doctrine through strategic teaching initiatives. There are over fifty (50) schools operating in more than twenty (20) countries.
EMPOWER Development
EMPOWER provides the necessary supervision and management for development projects throughout the Congress and also takes the primary role in locating funds to be directed toward viable community projects throughout the developing nations of the earth.
Global Insight Services
The Global Insight Services (GIS) delivers Insight Services to Governments, Businesses, Institutions, Churches and Individual national leaders in the areas of trend-analysis, future-casting and insightful counseling for structural and strategic adjustments and shifts.
Global Communications & Technology
The Global Communications & Technology (GCT) sector develops, deploys and manages a system of websites, webcasts, broadcasts and publications throughout the Congress and to the wider world. Marlon Jameson and Bevil Wooding are the coordinators for this sector.

Global Congress Leadership (GCL)
Congress has a diverse global leadership team with members drawn from Trinidad, the Caribbean, Africa, the USA and the United Kingdom.

Congress operates in North America, the Caribbean, UK, Europe, Oceania, Asia and Africa.
Programs
The Las Lomas Project
Starting with the community located at Kernaham Trace, the Las Lomas Project was launched in 2003 with a mandate to implement strategic and sustainable spiritual, social and human development.
Interventions have included health clinics, drama presentations, art and craft workshops, youth interactions and an entrepreneurial development workshop, all of which fall under the umbrella of the key focal areas of health, education, social services and infrastructure development.
One of the project’s objectives is to identify leaders within the community and activate them to a place of function in order to ensure sustainable long term development and community empowerment.
EMPOWER Projects
While the Las Lomas project deals with community transformation on a local scale, EMPOWER projects, on the other hand, have global spread. They help to create communities that are EMPOWER-ed: Energized, Motivated, Purpose-driven, Organized, Well-developed, Equipped and Resourceful.
Founded on the values of empathy, dignity, respect, equalisation, hope, collaboration and transparency, EMPOWER is an active synergy of development projects, initiated by residents from communities all across the world.
Currently, there are fifty EMPOWER projects located in over ten countries, all of which seek to ensure that individual projects are effective, strategic and have the greatest possible impact.
