The son of a Reverend, Seymour was educated at Harrow, and was later educated at Merton College, Oxford, where he took his B.A. in 1877.

From 1880 to 1885 Seymour represented Hampshire in fifteen first-class matches, with his final first-class match for Hampshire coming against Derbyshire in 1885, which was Hampshire's final season with first-class status until the 1895 County Championship. In his fifteen matches for the club, Frederick scored 485 runs at a batting average of 17.32, with two half centuries and a high score of 77*.

Following Hampshire's loss of first-class status, Seymour continued to represent the county until 1888, with his final match for the county coming against Sussex.
