People's National Party , he was elected to the House of Representatives in the firstuniversal suffrage elections, in 1944, from theconstituency of East Kingston and Port Royal, and held the seat through every election until he was elevated to the office of Governor General in 1973. He held that office until 1991, when he was replaced by SirHoward Cooke .From 1955 to 1962, and again from 1972 to 1973, he served as minister of education under
Norman Manley before independence, and underMichael Manley in 1972.
