Preparedness controversy

The Preparedness controversy was a brief frenzy of great public concern in the United States over the state of preparation of the United States military.

President Woodrow Wilson at the time originally opposed the movement. By 1915-1916, preparedness was one of the country's most controversial issues: German U-boats had sunk the RMS "Lusitania" and Pancho Villa had launched his raid against Columbus, New Mexico. Out of this controversy came the National Defense Act of 1916. [http://www.jstor.org/pss/2204278]
