Filling the tree

Filling the tree is a U.S. Senate procedure process whereby the Majority Leaders use their power to offer a sufficient number of amendments to “fill the tree” so that no other Senator can offer an amendment. Senators employ the practice in Congress on legislation, including the oil speculators bill currently pending, the Medicare bill, FAA reauthorization and climate change. Filling the tree uses a traditional right to first recognition on the floor to introduce first- and second-degree amendments that limit rank-and-file senators’ ability to offer further amendments.
