Buenos Aires , December 2 1950) was an Argentine lawyer and politician, governor ofCórdoba Province Argentine Vice President during the secondHipólito Yrigoyen administration.Martinez studied in Córdoba until 1900 when he started his military service. He later studied law at the Universidad Nacional de Córdoba receving his degree in 1911.

Martinez was elected governor in December 1927, with
José Antonio Ceballos as vice-governor. He served from May 17, 1928 until October 10 of the same year when he was elected national vice-president on the Yrigoyen ticket.Vicepresident of Argentina
Elected with Yrigoyen in April 1928, Martinez started his term on October 12 1928. He assumed the presidency for a short time due to Yrigoyen's health, governing on September 5 and 6, 1930, day of the military coup.
After de coup
Martinez was jailed for two years, then moved to Buenos Aires in 1934, and was the party candidate for the Unión Cívica Radical Antipersonalista (UCR-A) in 1937 but lost the general election for president against Roberto M. Ortiz.
In 1940 Martinez ran for the office of Governor of Córdoba Province candidate for the UCR-A but lost to
Santiago H. Del Castillo .
