It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isBiłgoraj , which lies convert|79|km|mi|0 south of the regional capitalLublin . The county contains three other towns:Tarnogród , lying convert|21|km|mi|0|abbr=on south of Biłgoraj, Józefów, lying convert|24|km|mi|0|abbr=on east of Biłgoraj, andFrampol , convert|16|km|mi|0|abbr=on north of Biłgoraj.The county covers an area of convert|1677.79|km2|sqmi|1. As of 2006 its total population is 104,267, out of which the population of Biłgoraj is 27,225, that of Tarnogród is 3,372, that of Józefów is 2,450, that of Frampol is 1,415, and the rural population is 69,805.
