Cecilio Báez González (b. 1862, d. 1941) was provisional President of
Paraguay December 8 1905 -November 25 1906 . He was a member of the Liberal Party.His Life
Dr. Cecilio Báez Gonzalez was born in
Asunción , capital of the Republic ofParaguay onFebruary 1 ,1862 . His parents were Mr. Nicholas Baez and Mrs. Faustina Gonzalez. His brothers were Otoniel, Benjamin, Modesta and Restituta Baez Gonzalez.He married for 25 years with Marcelina Allende, a 19 year girl from
Caazapa , his father was don Polycarpo Allende (Spanish) and her mother Mrs. Rosario Monges (Paraguayan). From the union of Cecilio and Marcelina were born 14 children, including Dr. Amadeo Báez Allende, Arminda and Nicolas Báez Allende.He studied at National College of the Capital in 1878 and for their happiness, twelve months later figured as a fellow domestic Santa Rosa with the benefit of 25 "patacones" (currency then) would receive per month.
He belonged to the first class in which the National University of Asuncion issued the first three diplomas of doctors in Law and Social Sciences on
July 15 ,1893 . The diplomas were handed in the following order: Cecilio Báez Gonzalez,Gaspar Villamayor andEmeterio Gonzalez .It was enthusiastically devoted to journalism because he was carrying quite a love of writing, was also extraordinarily dedicated in teaching and politics.
It was played, superbly, as dean of law, gave lectures on history, and was dean and rector of the Universidad Nacional.
During the government of
José Félix Estigarribia was appointed Honorary Perpetual Rector of the Universidad Nacional. He received his long performance in several international honors, including membership in the Society of Social Sciences ofPhiladelphia in theUnited States , the Academy of HistoryHavana and Société académiques D `Historie InternationalParis .Among his intellectual works include essays on civil liberties, Tyranny in Paraguay, Essay on Dr. France and dictatorship in South America and the Summary History of Paraguay.
He wrote works of legal and historical. We knew him as Master of the Paraguayan Youth. He made one of the most comprehensive libraries of Paraguay. He died in
Asuncion onJune 18 ,1941 to 79 years old.His Government
He was interim President of the Republic, elected by the assembly the Paraguayan
December 9 ,1905 to replace DonJuan Bautista Gaona who was deposed. His cabinet was composed as follows: as Minister of Interior was Jose Emilio Perez, as Finance MinisterEmiliano González Navero ; in Foreign Affairs, Cayetano A. Careers and as minister of War and Navy wasBenigno Ferreira . Gaona in 1904,
Benigno Ferreira in 1906 andAlbino Jara in 1911. InMexico , took delegations in 1903 andGreat Britain andFrance in 1919. It was stressed as a spokesman of International Law at meetings held in Mexico,Chile andCuba . In Mexico (1902) was an important action to defend the thesis of binding arbitration. He was also president of the International Commission of Jurists CongressMontevideo , in 1914.References
