Senior Chinese Unofficial Member(首席華人非官守議員)denotes the highest-ranking Chinese member of the Legislative Council and Executive Council under Colonial British rule. As Chinese council members were frequently referred to as "Chinese Representatives", the senior member was also known as the "Senior Chinese Representative".
歷史沿革
歷史上立法局首位華人非官守議員是伍才,他於1880年成為首位獲委到立法局的華人非官守議員;而周壽臣爵士則是歷史上行政局首位華人非官守議員,他於1926年成為第一位獲委到行政局的華人。
根據統計,香港殖民地歷史中分別有22人及11人擔任過立法局及行政局的首席華人非官守議員。當中,周壽臣爵士、羅旭龢爵士、周埈年爵士、周錫年爵士、馮秉芬爵士、關祖堯爵士、簡悅強爵士、鍾士元爵士及鄧蓮如女男爵共九人曾擔任過立法局及行政局首席華人非官守議員兩個職位。
此外,在立法局中,在任最長的首席華人非官守議員是何啟爵士,共24年;而最短的是曹善允博士、郭贊及關祖堯爵士,三人各自出任此職僅約一年。在眾人當中,周埈年爵士是唯一兩次出任立法局首席華人非官守議員的人士;鄧蓮如女男爵則是唯一一位出任此位的女性。
至於在行政局方面,在任最長的首席華人非官守議員是周壽臣爵士,共10年;而最短的是馮秉芬爵士,只有約一年。鄧蓮如女男爵是首位出任行政局首席華人非官守議員的女性。就兩局而言,劉鑄伯及關祖堯爵士兩人都是在任內去世的首席華人非官守議員;而周埈年爵士及周錫年爵士兩人是唯一來自同一家族的首席華人非官守議員。
在戰後,由於華人人數佔行政、立法兩局總議員人數的比例愈來愈大,因此首席華人非官守議員很多時也是首席非官守議員,例如自1974年至1997年期間,行政局首席非官守議員一職皆由華人出任;而立法局首席非官守議員一職自戰後也大多由華人出任,故此首席華人非官守議員一銜在1970年代起漸被淘汰,並索性被稱呼首席非官守議員。
