The land on which it is located, and on which Victory Square in its original form was laid out with the monument occupying a dominant position was part of a former parade ground, next to Victoria Road. It was acquired for the building of a war memorial at the initiative of the West Hartlepool War Memorial Committee, which had been formed in 1919 and the monument was erected following a competition adjudicated on by a former President of the
Royal Institute of British Architects in 1921. The monument was designed by George Coombs.The Memorial, which is a Grade II listed building, comprises Victory Square and the monument on it which is an obelisk mounted on a pedestal which rises from a platform approached by five steps symbolizing the five years of the war. The steps comprise four treads, with a rise of two feet six inches, the floor being "Victory Square".
Inscriptions
The north elevation bears the arms of West Hartlepool within a wreath, with the inscription "In grateful remembrance of the men of this town who at their country's call left all that was dear to them to hazard their lives that others might live in freedom. Their name liveth for evermore."
The south elevation is surmounted by a cross and a wreath and bears the inscription, "Thine O lord is the victory".
