"Rush" follows these lives of the members of the prestigious Police Tactical Response Group, whose responsibility it is to attend highly volatile situations requiring their expertise and extensive training. The Tactical Response Group is made up of seven officers and one radio officer, Leon. It is headed by Inspector Kerry Vincent, head of the TRG administration, and Senior Sergeant Lawson Blake, head of the TRG operations. It explores both the working and personal lives of the officers, such as the growing on-screen romance between Josh and Grace and the tension between the head officers, Vincent and Blake, who are both vying to be on top.

The pilot for "Rush", originally titled "Rapid Response", was filmed in 2004 and based on an earlier "

The series was initially rejected but was picked up for production when the2007–2008 Writers Guild of America strike affected Ten's imported shows.
