Dongyi Protectorate

In 648, Taizong established the imaginary Jiaole Area Command and appointed the Xi chief Kotuche(可度者) as its Military Governor^[1]. In 648, Taizong created the imaginary Songmo Area Command and made Kuko(窟哥) of Khitan its Military Governor^[2].
