Frederick I. Moxley is an American scientist and professor at the United States Military Academy (USMA) where he is the Director of Research for Network Science and Defense Information Systems Agency (DISA) Fellow.

Biography

Dr. Moxley has over twenty years of experience in the federal government, the majority of which have been spent serving the Department of Defense (DoD). Previous assignments include serving as the Technical Director of the Intelligent Software Engineering Environment (I-SEE) Laboratory initiative, Chief Technical Architect for the Defense Information Infrastructure Common Operating Environment, [http://csdl2.computer.org/persagen/DLAbsToc.jsp?resourcePath=/dl/proceedings/&toc=comp/proceedings/iceccs/1996/7614/00/7614toc.xml&DOI=10.1109/ICECCS.1996.558399] Chief of the Center for Joint & Coalition Interoperability [http://www.gcn.com/online/vol1_no1/22459-1.html#] , as well as Chief of Net-centric Information Engineering.

Work

Over the course of his career, Moxley participated in and/or led a number of major technical initiatives on behalf of the United States and served on several key national and international groups and committees to include: the Defense Science Board policy action team for software intensive systems; as technical expert to the International Organization for Standardization on software engineering and life cycle processes; [http://www.iso.org/iso/iso_technical_committee.html?commid=45086] and as the U.S. Representative, Head of Delegation and Distinguished member to the North Atlantic Treaty Organization (NATO) open systems working group. In June of 1999, he was one of the Senior U.S. delegates sent to brief the Ministries of Defense and General Staff of twelve Central & Eastern European countries on behalf of the Secretary of Defense during the first National Crisis Management Center conference held in Sophia, Bulgaria.

Known for his continual involvement within the realm of net-centricity, Moxley initially conceived of and helped to establish the Network Science Center at the United States Military Academy with support provided by the Director of Research [http://en.wikipedia.org/wiki/David_S._Alberts] for the Assistant Secretary of Defense for Networks & Information Integration, and currently serves as its Deputy Director. He additionally serves as an Associate to the Combating Terrorism Center at the USMA.

Research Interests

Moxley completed his undergraduate studies in Computer Information Systems and went on to earn a Masters degree in Telecommunications from George Mason University in 1993. He completed his Ph.D. in Information Systems and Science from Nova Southeastern University in 1997, and a graduate certificate in Microbial Biodefense and a second Ph.D. from the College of Science [http://cos.gmu.edu/] , George Mason University in 2007.

Moxley's research interests primarily focus on the field of Network Science from an interdisciplinary perspective.
