DZMC 98.3 (98.3 MHz in Metro Manila) is an FM educational radio station owned by the College of Communication, Polytechnic University of the Philippines, Manila with an ongoing NTC application for license to operate. PUP News Volume V, Issue No. 9, March 17-22, 2008] It broadcasts from the Campus Radio Station of the College of Communication Building, Polytechnic University of the Philippines, Anonas Street, Sta. Mesa, Manila. It is used as a laboratory for the College of Communication (COC) students of the university. Its programming tentatively include news, sports, educational/children's programs, talk shows, commentaries, to music programs and request shows, mostly geared towards the interests of students, faculty and administration. The station randomly operates from 8:00 am and ends at 5:00 pm, Mondays through Fridays. Broadcast-free during semestral breaks.

History

Initial Phases

It was on October 2005 when Mr. Albert C. Torres, a graduate of Bachelor in Broadcast Communication (BBrC) of The PUP non-traditional program has signified his intention to help the College of Communication in establishing the campus radio station to be housed at the COC building in Anonas St. Sta. Mr. Torres who is a senior supervisor of PRAISE INC., and a broadcast communication practitioner for more than 20 years, has been very much willing to share his knowledge and expertise on the possibility of putting up the said campus radio station.

On November 2005, a preliminary meet was held with the Department of Broadcast Communication (DBC) Chairperson. A plan was preliminary discussed on the possibility of putting up a radio station which will be used by the COC students, primarily the BBrC students, as a laboratory facility for their various audio production and performances. In February 2006, an ocular inspection on the technical requirements was done at the COC building by Mr. Torres himself. He identified the needed sets of equipment and other facilities in order to put up the radio station. Similarly, the specific area for the radio station was also identified. Initially, the inner room of the former speech laboratory at the 2nd floor of the COC building was selected for the purpose. But further ocular inspection was done, and finally, the inner portion of the COC library was chosen to be the area for the radio station.

But further, on April 2006, a letter request was made by the DBC Chairperson to PRAISE Inc. for possible donations of the needed equipment for the radio station. The request has gained a positive response from this private corporation, and on June 2, 2006, Mr. Torres has announced the successful test broadcast of the 1 -WATT exciter, which was fabricated by the technicians and engineers commissioned by Mr. Torres.

Further Developments

DZMC 98.3 was launched in September 2006 through the efforts of the DBC Chairperson Edna T. Bernabe and Prof. Albert Torres, also the voice continuity of GMA Network.

During the school year 2007-2008, the radio station was on a test broadcast run by COC students and facilitated by the DBC student organization, BroadCircle. In the summer of 2008, DBC held workshops to train COC students who will be handling the campus radio station. This school year 2008-2009, the test broadcast continues along with some simulation broadcasts featuring the trained student organizations.

Prof. John Gemperle, also known as Papa Jack - a radio announcer from 90.7 Love Radio provides assistance and training to students and faculty on the basics of announcing and technical know-how. Prof. Ricky Rosales, a radio announcer from DWIZ, has also given lecture on news writing and reporting.

Due to the limited capacity of its transmitting signal, DZMC can only be heard within the vicinity of the P.U.P. Manila campus and its surrounding communities along Sta. Mesa, Manila. Plans to make the station available to as many listeners as possible are being considered once the NTC license be approved.

DZMC plans to utilize a regular programming on October, 2008. At present, auditions and trainings for in-house DJs, announcers, technical personnel and writers/researchers are ongoing.

DZMC Logo

This September 2008, the station was relaunched by BBrC III-4D and II-4D as part of their requirement in Communication Campaigns. They distributed brochures containing info about the station such as objectives and programming. A logo for DZMC was created by Jan Meynard Nualla of BBrC IV-1D, which was derived from the design of COC's logo. The said logo can now be seen in a tarpaulin displayed inside the radio station, and in pin buttons being given away to students.

The red half-arch on the left represents Broadcast Communication, the green half-arch represents Journalism, while the blue color represents Communication Research. The purple globe represents the administration and faculty of PUP College of Communication. A transponder engraved with the letters PUP and COC on the base (which also resembles the Pylon, a PUP symbol) is DZMC's commitment to produce globally competitive students equipped with the skills and knowledge needed for the broadcast media industry. Written on the logo is the station's call letters (DZMC), frequency band (FM), and frequency (98.3).

Organizational Setup

The COC campus radio station operates through the over-all supervision of the Department of Broadcast Communication. The Project proponent assumes the position of the Broadcast Operations Chief, Senior or Junior full time faculty members are assigned as Station Manager and Program Director. Two senior faculty members are designated as station managers through the recommendation of the Broadcast Operations Chief.

The news director, musical director, broadcast production supervisor, broadcast operation supervisor, reporters, writers, researchers, editors, technicians and other talents are occupied by the students.

A specific and detailed function and designation of the students who will be working on the station will be determined on a semestral basis, and will be aligned on the requirement of their course curriculum.

Students are given the assurance that they can utilize the radio station on the time and schedule allotted to them, as prepared by the campus radio personnel.

Frequency Band Allocation

On its initial operation, the PUP-COC Campus Radio Station will operate on the FM Band, with call letters DZMC - 98.3.

Transmitter Power

The PUP-COC Campus Radio Station has a transmitter power of 1 WATT covering the entire COC campus and its very narrow, geographically bounded locations.

Building

The PUP-COC Campus Radio Station is at the 2nd floor of the COC building, inside the COC Library. Adequate space provided to facilitate access to all sets of equipment for operation and maintenance purposes.

The studio of the COC Radio Station is situated at the 2nd floor of the COC Building. The 23 square-meter room is divided in to a radio studio and a radio booth, which is equipped with radio equipment and facilities.

Hours of Operation

The Campus radio station has nine (9) hours of operation from 8:00 am to 5:00pm.

Program Standard

Being a campus radio station, the COC Campus Radio Station in its programming submits to the rules, regulations and guidelines set by the KBP.

Target Audience

Initially, the primary audiences of the campus radio station are the students, faculty, administrative officials and staff of the College of Communication. They are the producers as well as consumers of the said station as it operates directly and specifically for the educational purpose of the said college.

Eventually, as it operates on a larger scale, other students, faculty members, administrative officials and staff of the university will also benefit from this station.

Medium of Information

The Medium of Information varies Filipino and English will be used depending on the nature of the program.
