Richard I Powell

Richard I. Powell is a Chartered Surveyor.

He trained and qualified at DTZ before joining KPMG in 1993. In 1997 he became a founding member of the first Labour Taskforce, Treasury Taskforce (latterly Partnerships UK). Within HM Treasury he was responsible for leading the negotiations on behalf of Government for some of the major PFI accommodation projects including; new Home Office HQ in Marsham Street, new HM Customs & Revenue HQ in Phase 2 of the HM Treasury refurbishment, and the British Waterways national property regeneration Public Private Partnership, ‘ISIS’.

Richard joined Lend Lease in 2003, as a Director of Lend Lease Retail and Communities. He led the negotiations for Lend Lease in the investment in First Base Limited [http://www.Firstbase.com] and supported their successful English Partnerships London-Wide Initiative bid.

Richard leads the team responsible for promoting First Base and all their numerous developments and initiatives. Richard was a key member of the team that recently bid for and won the development rights for Stratford City including the Olympic Village, and continues to play an active role in the delivery of this high profile regeneration project. He also led the team that recently secured a development partnership agreement with the London Borough of Southwark for the regeneration of Elephant and Castle.
