Jersey City ,New Jersey . It was originally know as the Labor Bank Building, and it was completed 1928 and has 15 floors. It is the 23rd tallest building in the city. It is often considered the first skyscraper in Jersey City. Thebeaux arts building was designed by John T. Rowland. It was put on the National Register of Historic Places in 1984.ee also
