It is deemed to be [http://www.privcom.gc.ca/legislation/leg-qc_031211_e.asp substantially similar] to the federal Personal Information Protection and Electronic Documents Act, and therefore takes precedence over the latter act except in cases involving federal works in the province of Quebec, and all transborder commercial activities.
