Visaginas Nuclear Power Plant

Visaginas nuclear power plant is a planned nuclear power plant project in Lithuania. It will be built at the site of the Ignalina Nuclear Power Plant, which according to Lithuania's accession agreement to the European Union should be decommissioned.

History

Discussions concerning building of a new nuclear power plant started in the 1990s and continued on 2000s. By the accession agreement to the EU, Lithuania took an obligation to decommission the reactors of the Ignalina Nuclear Power Plant.

On 1 December 2005, during his visit to Estonia, Lithuanian Prime Minister Algirdas Brazauskas met withe the CEO of Eesti Energia, Sandor Liive to discuss Eesti Energia's participation in the nuclear power plant project.cite news

] On 26 January 2006, in the conference in Vilnius the representatives of all three Baltic States discussed the realization study of construction of new Power Plant in this region. On 27 February 2006, at the meeting in Trakai, the Prime Ministers of Lithuania, Latvia and Estonia signed a communiqué which invited state-owned energy companies in Lithuania, Latvia and Estonia to invest in the design and construction of a new nuclear power plant in Lithuania on the basis of agreed terms and conditions applicable to each party involved. On the basis of this communiqué, on 8 March 2006, the heads of Lietuvos Energija, Eesti Energia and Latvenergo during their meeting in Ignalina signed a memorandum of understanding on the preparation for construction of a new nuclear reactor in Lithuania.Cite journal

Technical description

Depending the findings of the environmental impact assessment, the capacity of the power plant would be 3,000 to 3,200 megawatts and it would consists of two reactors. Depending on the choice of reactor, the power plant can be built by 2015 or 2017 to 2018. The project is expected to cost around US$9 billion.cite news

Environmental impact assessment

] The EIA program was approved on 15 November 2007 and the EIA report was published on 27 August 2008. The whole EIA process is expected to be be finished in February 2009.

Project company

The project would be developed by the Visaginas Nuclear Plant Company, which will be set up by LEO LT. It is expected that LEO LT will own 51% of share while Latvenergo, Eesti Energia and Polska Grupa Energetyczna will get 16.3% each. This arrangement is to remain during the preparatory phase of the new plant project, after which it could be renegotiated.
